Read retained changes to a client's feed

GET/api/v1/feeds/{id}/events

Events are immutable and retained for 30 days. Resume from next_cursor. Webhooks use these same event bodies with at-least-once delivery; deduplicate by event_id and reconcile by sequence. Delivery order is not guaranteed.
